Sergeant Mueller was born September 23, 1949. He received his Bachelors and Masters Degrees from Kearney State Teachers College and his Doctorate from the University of Nebraska at Lincoln. Sergeant Mueller enlisted in the United States Air Force.

Sergeant Mueller was awarded the National Defense Service Medal and the Cold War Service Medal (commemorative).
